I need help identifying the marks on this pair of silver salt and pepper shakers.

Most likely French origin, with Rococo-style elements — possibly late 19th or early 20th century.

Each piece bears two hallmarks (photos attached).

Any information would be appreciated — country, maker, silver standard, or approximate date.

    Thanks in advance!

Very pretty set. As you thought it is French.
It bears the Minerva head in an octagonal cartouche with a 1 next to the head, which means .950 silver, 1838-1919.
Looks like the maker is Charles Tibour, 1897-1951.
So your timeframe is 1897-1919. My guess is early on in that period.

Eh, I have a bit of an advantage - below is one of Mom's swan salts, now in my collection, it bears another Charles Tirbour mark, with the surname, and though a bit distorted, also a suitcase, have tried for 20+ years to pin down the years of use for the two, only finding the surname mark is usually attributed as early...
