Help Needed Identifying Glass Piece

    I was having a clear out and came across this piece, I guess it would be described as art glass. However glass is not my area of expertise so I would welcome any help in identifying it. I got it about 30 years ago amongst some other inherited pieces and just put it up in the loft with all the other unwanted bits.

    It measure approximately 17cms high by 14cms wide and is very heavy for its size. There appears to be a signature of some description on the bottom but I cant figure out what it says. Any help would be gratefully appreciated.
