    Japanese enamel.
Doesn't appear to be cloisonne. Hard to tell from the picture.
Can you see any little metal wires between the colors?

It is cloisonne of course, and Japanese work. Could be on silver, sometimes these are ..the wires are sometimes silver too and this might be one of those. Not sure of the maker of this one but it is around mid to 3rd quarter of the 20thc. Ando company made a lot of these but this isn't their mark AFAIK...nice piece though!

The enamel shading looks very nice and is a mark of above average quality. It does look like it could possibly be a silver vase from the pics although the base looks a bit coppery ...

<edit> looking again at the wear on the foot and the overall quality, it could be a bit earlier than I originally thought.

Well all well and good, except the Fukagawa mark has 2 lines below ..plus they only made porcelain, never cloisonne and the mark wasn't discontinued as Bill says on the Asian Arts site .. they, or their successors used it on post-war productions and AFAIK (sorry girls ..like @komokwa says "as far as I know") it is still in use today on Fukagawa porcelain.
