Help to identify brass piece

    This Peerage brass piece, I find a round similar called a "crumb pan". Would that be what this is? It's not for the fireplace I'm sure.
    I see Peerage on EB etc. not too valuable but interesting to me.
    6" x 7" x 1"

    Some are called a "silent butler" and can also be used to empty ashtrays (does anyone still smoke?) Should we assume that it did not come with a brush?
