Help w/artists' names & thoughts on 2 more paintings found in thrift store

    These are 2 more of the 7 paintings & lithos I found in a friend's thrift store yesterday. The smaller, sailboats sailing at dusk has some water damage but the left side can be easily trimmed. I also thought the frame was nice on it's own if the artist/painting wasn't good enough to keep with the water damage, but it & the glass cover kept sliding around so I removed it anyway. I can replace in frame if worth it or just sell frame alone now.
    Does anyone know who the artist is? I can't make out the last name (at least in my english thinking brain)?

    The 2nd painting is signed with just initials & maybe because it's on board or the style of painting, but I get a middle east feel from it?
    Any idea of the artist or thoughts on the painting?

    My Dutch thinking brain says M. De Graff. Could be a take on de Graaf, a Dutch surname.

    Not a famous Dutch artist collected by many museums by any chance? :)
