Help with a small fern/plant table

The finish is pretty rough and I was wondering if it ok to refinish or if this is something of value. Any ideas on age? Thank you all!

    Early to mid 20th century oak stand. No great value, so feel free to refinish.

    I'd do tiles or a tile mosaic on that top.
