Many thanks in advance for any input you can provide!

I feel like I should recognize this mark, but at the same time I feel like I’m conflating it with an elongated French 18k Eagle mark (which I know it’s not). I want to think Scandinavian of some sort, but can’t find a matching mark

the piece is a brooch with an anodized aluminum arch above a sterling person on a swing. Modernist style (?) but definitely a later piece.

the sterling mark and mystery mark appear on the pin base

I saw this 'person-on-swing' jewellery a lot in the 1980s.
Given the type of marking, millessimal fineness and a maker's mark (a whale?), I think it is American.
