Help with marks

    Hi again!
    Not even sure if this is silver (i think it is) but can anyone help with the marks or country it was made in?

    Took a while to see what the first one is from this orientation. Looks like a French "Minerva head" guarantee mark, but I'm not sure which one it is (there were multiple versions.)

    The second one is the maker's mark, but it needs to turn 90 degrees so the long dimension of the diamond is horizontal. There should be a letter on each side of whatever is in the center, possibly a device or additional letter above the center.

    I'm surprised to see silver marks on something so dark.
