Help with Masonic Ribbon Please

My Dad was a Master Mason. He received this ribbon from the previous Master Mason who was his friend. I don't know how old it is, other than it is at least vintage. I took the best pic I could of the front and the marking on the back. First, can you tell me what this ribbon means...is it for funerals or to wear at meetings? Second, what the mark means? It's on the very top part of it. Looks like a 70 or 7D, but I could be wrong.
As always, I appreciate your wisdom and guidance....
