    Can someone tell me who the artist was for this piece?
    I found it in a box of small paintings I got a a estate sale
    Also - is it a painting?

    I'd guess hand colored etching/aquatint. Is it behind glare-free glass? That stuff really kills an image.

    There seems to be a title in the upper margin. Maybe searching with that might help?
