HELP WITH SIGNATURE ON PEN & INK? PAINTING - MONTENEGRO?

I found this st a friend's shop - he sells 2nd hand furniture he buys from storage auctions. Anything that's not furniture he sells me very cheaply.
This is a legitimate pen & ink/pencil I'm 95% sure (looking at it with a magnifying glass shows no pixels + it just looks original) - look at the close up of the lady's face & you can see the original pencil sketch that they drew over with a pen (I think it's pen?).
I can't make out the signature - at first I thought their name was Montenegro, but googling that makes me think it's the country the artist is from - maybe he sold to tourists?
There is also (I think) a message in spanish under the name?
Any help with the artist's name & any thoughts on the artwork (I like the thing!) would be appreciated.

 

I'm pretty sure it's the artist's name. C. Montenegro is what I see there. Plus "agosto 1927" = August 1927. There is also a title below the date, but I'm having trouble reading it.

Almost surreal - the girl and the fish are so much bigger than the much smaller building to her left. At first I thought it was a perspective thing, but now I'm not so sure.

They don't speak Spanish in Montenegro.

The signature is C. Montenegro. The text is agosto 1997, august 1997, .... y casa puerto cabeza, .... and house (in) Puerto Cabeza. .... is probably the girl's name, which I can't figure out.
There is a Puerto Cabezas in Nicaragua. Maybe that is where it was made?

What you see as a second 9 doesn't look like the first one, AJ. It could be a 9, but the bottom of the downstroke is what looked like a 2 to me.

 

You're right, it doesn't. But since the artist wrote pretty clearly and put much pressure on the pencil, I'd expect a 2 to be 'complete'.
And the style, the script, and the pants of the girl look more 1990s than 1920s to me.

i'm seeing 1987

 

The house is done in a very WPA-era style, but the girl is wearing granny panties and has 60s hair. The date looks like 1927 but nothing else does.

 

It appears to say "muelle y casa" which translates to "dock and house." Nicaraguan artist named Carlos Montenegro (1942-2013.)

Since the artist wasn't born until 1942, think we have our answer.
