Help with 'Soi' Mina Art Skirt

I found this at a local thrift store today - I bought it because when I googled Soi it came up with a Soi that had very expensive dresses & skirts, but at home I tried Soi & Soi Art Mina Skirt & all I've found is a Mina is some type of Hawaiian or Pacific clothing & for Soi clothing, I found a Soi Paris.
Can anyone make out the first name above Soi (I thought it said By Soi until I blew up photo of tag on computer, then it looked like Bty?) and tell me who made this skirt & is it valuable? (I bought to sell on eBay - I'm a guy!)

"Soie" means silk but yours is clearly marked cotton.

I tried lightening JUST that tiny '2 letter' part.....still not clear to me, but then I don't know French.....if you also look at the label......it kind of looks like there's some light 'bleeding' around the name in the black and red....makes me wonder if it's a machine sewn on label, BUT hand written...did someone sew it on after production possibly, since there is also a "cotton" label????
