    It reminds me of the kind of art found in gift shops in Anchorage in the 1980s, but I can't place it.

    Appears to be genuine Northwest Coast Native art, in style. I'm not instantly familiar with the signature; notable NW Coast native artists to check might be Bill Helin, Bill Wilson...and there are also some with the last name Bill.
