Help with this unusual piece

    Hello, I found this unusual picture frame yesterday in a goodwill store.
    Its heavy, so Im imagining probably pewter(?).
    I have looked it over thoroughly for marks or stamps but cant find anything. The style befuddles me too as it doesnt fit in to any obvious "deco" or "arts & craft" styles. The crowns are curious, as well.

    Can anyone here poss shed some light??

    i'm not seeing any great age here.....maybe spelter.....maybe 1980's...

    I may be deluded, but the outer edge looks as if it might have been filed. On the top towards the far left it looks as if it may have had a stamp or inscription of some kind.

    Looks like it was a quick swipe of a file to remove mold flash.
