Signature looks like C Haines to me. Does that surname mean anything in the family tree? Looks British - does that mean anything?

The scene is definitely British - half-timber construction, Red Coat soldier embracing his love at the window, lace at his sleeves, It would not surprise me if it were done by an amateur or talented but unknown watercolorist. My family has a large number of "Sunday painter' scenes from the late 1890s into the early 1920s. It took forever to discover the artist was the father of a woman who was related to an obscure relative. Good luck in your search.
