Holland figurine? PLS help to identify

    Hi. Do you know the name or brand of this figurine? It's got PJ HOLLAND embossed at the back and a sticker at the bottom, the sticker is worn down though, and the only thing that is readable is 'the lakes (aged ......)'(cant make out the numbers).
    it doesnt help me a bit anyway.

    It looks like plastic. One of my rules is "collectibles aren't". Most of them go for their highest price brand new.
