The little flowers are blue aurora borealis rhinestones. The pin is newish and there's a signature back there. Les Bernard???? (I think it's too late for them.)

Are the stone fluorescing, or just reflecting the uv light from the torch?

That's what I don't know. I have always thought of fluorescence as an after glow. Let is absorb UV and when you remove the object can be seen glowing. I don't know things like how long one needs to charge it before removing the UV light. I can't find a suitable Youtube video.

I have tested the 'turquoise' with acetone, and no dye is revealed, and very thin veins can be seen running in all directions.

I'm lost, and don't know where to go.

Fluorescence is when it glows with the presence of the light, phosphorescence is when it glows after the light has been on it (like glow stickers). If the stones are fluorescent they may be plastic, as optical brighteners which are commonly used in plastic fluoresce brightly (which is why plastic pearls often glow bright blue under uv). I can't tell if the colours in your image are just reflections of the torch light though. It looks like a piece of costume jewellery so the stones are unlikely to be of value.

@Ce BCA I am absolutely sure it is costume jewellery. I hadn't expected any reaction. Thanks for your help.

The larger blue stones are most likely glass; acetone won't affect it, but it will eat the glue holding them. Just had a second look at the whole piece, and the more I look the newer it gets.

That's the same brooch; the one they were describing is gold and diamonds, and this ain't that. The one in your image is the same as the OPs, just with better lighting.

On pure aesthetics I wouldn't change mine for the other. Designer kitsch.
