    It is a print. Note how the texture is random in comparison to the paint brush strokes. Also see dots in your close up of signature.

    Use to collect ephemeral and learned a lot about prints. When you look closely at a print and see little dots....think Andy Warhol's big dot paintings...you have a good idea it was printed after 1930 when photomechanical was invented. Google "letterpress halftone" and click on the Images to see prints made up of dots. Magazines, newspapers, etc. were printed in this manner.
