    Voiga is the same as Volga, so it may be a place rather than a person. It looks like a bird to me; my guess would be an artist or artisan made this, probably in Estonia. (I'm guessing on that part; someone who reads Russian might know better than I do.) That's the best I can do, but someone else may be able to figure out more.
