    Bisagni is one of those artists who has a few paintings floating around the internet, all in different styles, and no biographical information. Always makes one suspicious. This example, of the Italian urchin school, is better than most. But frame appears to be more recent and poorly chosen. As always -- Polly want a cracker! -- a photograph of the back would be helpful.
