I found this impressionist painting at a thrift store for $3.00.

I researched Favor and Ruhl and it seems that they were purveyors of artist materials around the turn of the century.
There is no signature, but there is a name and address on the back,
Miss Hael from Olympia Washington. Possibly the name of the person who had it framed. The frame looks 1960's. Size is 12x16"
The two ends of the canvas appear to have been trimmed off for some reason.
    It is rather well done.
I'm not delusional, so I'm not thinking it is some long lost masterpiece.....or is it?

That address dates to 1956 and roughly the same time that lettered telephone exchanges stopped being used. The two letter state postal codes (WA, for instance) didn't go into use until 1963.

Yes, I noticed the phone number, Wa., and lack of zip code.
I actually googled that address and it is a 1950's ranch style home. From what I could see around the tall hedges.

Are you sure the name isn't Hall? Can't find a Hael in Olympia.

You could be right. Mrs. Hall. The pencil is written over twice, so a little hard to make out.

That is interesting. So canvas as you said: "Favor Ruhl & Co. was an art supply dealer from the 1800's to early 1900's. They began in New York and later New York, Chicago and Boston."

The two ends that are trimmed... They're the top and bottom, right?

I do think Hall more likely.

No, the right and left sides.
I think standard canvas sizes have changed over the years. So perhaps previously, some individual chopped it to fit a frame.
But if .Mrs Hall took it to a professional framer, they would have made a frame to fit the canvas. There are glazier points on the back, and there are remnants of the brown paper that once covered the back.

Dunno about lost masterpiece but certainly a great $3.00 thrift shop find. Looks like France. Wonder where.

I spent a lot of time online looking for the location. I must have looked at hundreds of photos of European castles, monasteries and other places to no avail.

I get a Provençal vibe, I've probably been there, but.....
