Indian Jewelry Box -- Handpainted? Special import sticker?

Hello, I'm wondering if anyone can tell me more about this jewelry box. It looks handpainted, and there is a lot of detail. Also, is this sticker on the bottom indicating that it is some kind of cultural object of value? It measures 6 inches x 4 inches x 1.5 inches.

 

i think the sticker refers to a make work project for the tourism industry....imo..

 

Sticker looks like guarantee of a mass produced item.

 

It also means this isn't a new item; it's been around a while.

 

I was wondering if this was hand-painted.

The Kashmir Government Arts Emporium has a web site (below.) Its branches, including the one in Srinagar, sell "handicraft items manufactured by the artisans and Craft persons of the State." One of their product lines is papier-mâché boxes such as yours. I imagine that being state-sponsored does provide a certain indication of quality.
