    Hello Raaayonn, welcome. It looks like it has been made using little seashells, some of them painted? Maybe also bits of mother of pearl? Think we are going to need a better look at it, although another member may come along who knows exactly what it is without more views.

    Have similar in my shop now. Probably carved shell with enamel, though some modern ones are plastic.
