I've been trying for weeks to identify this planter. The USA mark on the bottom has a very nice "2" in the model number (2003). This 2 is unique to someone, and I have only found 1 other matching label. Let me know if you know!! Been sifting through archives with no luck.

    Hull pottery.

Only my guess as I've seen them on here before and Hull is the city of my birth in another country.

It's hard to find an American pottery that used 4 digit numbers.

Your piece would fit in very nicely with Hull's Imperial line but the mark is off. As janetpjohn notes, four digit numbers are indeed hard to find on American Pottery and Hull is no exception. Most of the Imperial line marks start with an F and followed by a two or three digit number.
