    At first I thought stone as it’s kind of cold to touch and looks carved. Now I think it’s some type of composite material.

    From the look of the base it does appear to be poured/cast, and then carved. The carving looks like it might have been done with a dremel tool. Definitely not Inuit. And the artist may just be a student or someone with no traceable importance.
