Is it a Pen Stand?

    I bought this set at auction. I have identified all but the item with the blue base - It is supposed to be a "Pen Stand" and is hallmarked Chester - Sampson Mordan and Co. - 1804 - I just have never seen anything like it before - Any Ideas?

    The other items are

    1. Solid Sterling Tray and two Inkwell Lids are Hallmarked London, Elkington & Co. 1913 - Tray weighs 795g and is 11" X 8"

    2. Ellis Bros. Silver Plated Tray and Ornate Crystal Inkwell
