Is this ''Wedgwood'' flow blue cup?

I want to show you a cup of tea, the markings on it are not clear, so I have some questions, by whom, where and when was it done? If someone can help, thank you very much. My opinion ,that is made by ''Wedgwood'' but I'm not sure,need help.

    Doesn't look Wedgwood-ish to me, and I see *ackwood.

    Wedgwood didn't make flow blue.
