Not sure of date range, but I believe Keike Seizosho was or is also known for the making of aviation instruments. This version of the company name appears to have been used from 1948-1970. I'd guess this is an aviation or marine compass, gimbal-mounted, made into a pipe-rack, perhaps by someone with a sentimental attachment to the plane or ship it came out of - could have been almost any ship or plane, as the use of gimbal-mounted compasses is almost universal.
