Looks to me like it could be by an amateur artist. If so, it will be difficult to identify. (Just thought I would reply, since nobody else has.)
Not finding any L Sandham either (Sorry) But it’s not by Henry Sandham. I would also guess a amateur artist and the frame looks maybe 80’s to me (but my art knowledge is really very limited). Hopefully other more knowledgeable members will still comment
