large hammered brass(?) bowl with bird body/woman's head handles

My friend found this in a storage unit he won in a auction & sold it to me (along with a crystal decanter & glasses, comics & more - it was diverse!)
He told me it was hammered brass, but like me didn't know exactly what it was or how old it is.
Nor had either of us ever seen handles with a woman's face/head and a bird's body before!

What is this? What is/was it used for?
Where is it from? How old us it?
I did a google image search but nothing with those handles came up!

Frankly, no idea, but I don't see Persia, or the Arab world.
The shape of the vessel and the handles look European to me, the women's heads look archaic Greek.
The vine and leaf repoussé decoration is found in both Europe and Asia, but could be Asian.
That blackening is seen a lot on Greek and Turkish antiqued metalware, which is usually hammered like this vessel. So maybe Greece or Turkey?
