    Ex Wikipedia and a long shot but it's an odd surname:
    Peter Max (born Peter Max Finkelstein, October 19, 1937) is a German-American artist known for using bright colours in his work. Works by Max are associated with the visual arts and culture of the 1960s, particularly psychedelic art and pop art.
    Based in New York and seems to have done a lot of work which involves NY imagery. Early work? Gotta start somewhere.

    Thank you for that info. I never thought that this was done by Peter Max. I know Max is a generalized name for art I was just hoping someone in our forum may know more about artists of New York.
