    I generally associate this coiling technique, with the wrapped stitches between the coils, with Mexican basketry. In particular, it is typical of the baskets from Toluca. The start on this Toluca basket is almost identical to yours -

    But the Mexican baskets are usually more colorful.

    I have also seen a similar stitch used on some baskets from India.

    It may be that this basket (and the other one you have posted) are more commercial versions designed to appeal to the contemporary white/cream decorating styles, and may be made in Mexico or South Asia.
