Louis Icarte pencil signed piece

    I found this last week at a local thrift store (would have put up earlier but we've been following/waiting on hurricane Milton!).
    It looks like it's pencil signed by Louis Icarte in the lower right, and it also says something I can't make out on the bottom left corner - can anyone tell what it says?
    The piece looks dark, but 3 out of 4 other ones I googled trying to find out what was written in left corner, we're also dark - is this normal?
    Also near top/mid left over the woman's head area it looks like there's some mold or discoloration - is this on the paper or the glass?
    Should I take it out of frame? (all the ones I've found were selling for $1,000+ so I want to be sure!)

    Are you saying this is an original pencil drawing? Are you sure ? (It’s difficult to see) Looks like a late 80’s early 90’s crappy cheap frame? Looks like mould to me. It would have been good to see a photo of the back. If it was mine I would have taken out of the frame to see properly and look at that ‘mold’ issue. But wait for other more knowledgeable members.

    Do you think it's a re-issue?
    Also , looking it over closely to see best way to remove it, i saw it also has a copyright 1928 (& some more text) on thrift top left edge of print. You can see it clearer on the one in the link below.
    I can call this an etching, correct?
