Need help with this date mark

    Hi,

    I’ve recently purchased this scent bottle or inkwell, I’m not too sure.
    I know it’s from Chester and it’s Sampson and co, but struggling with the date mark, I feel it’s been stamped on the side and is a ’L’ but not to sure, help needed!

    Can anyone tell me what the 16 or 18 is next to the makers mark??
