    It's Japanese and a form of Satsuma ware, the white clay dots and lines are called moriage. This style dates to the inter-war period, probably 1930's for this one. The quality had suffered badly at this time due to problems with the Japanese economy and loss of interest in export markets.

    Usually refered to as Kyoto Satsuma and just as Ce BCA has said it is from the 1930's. Your vase is authentic and is 15 inches high which is good as bigger can be better, of course value will always depend on condition, rarity and quality and desirability.

    No cracks, hairline cracks, chips. You have both handles which is also good.

    Then rarity, these vases are not rare and are very common, you will find them for sale on ebay and everywhere and they do not command big prices. They usually have no backmark and no artist.They are not in vogue and not hugely desired. $20 is not unusual for this style of vase.

    Then you have Quality, there are some good quality Kyoto vases, and then not so good and many are a matter of taste and some of them are worth collecting, I have a few that I felt were worth getting...

    You can judge that for yourself. I got these each for about $20 or less.

    Interestingly I don't think they are especially common in comparison with other items, it's just that there are plenty floating around the market as they aren't very desirable. Production quantities at this period were probably significantly below the peak during the mid to late Meiji.

    Prices are hardening in the UK and at auction now you'd be hard pressed to get any large examples for the equivalent of $20 unless in poor condition/parts of mis-identified group lots but there are still the odd bargain, good time to buy.

    As a counter point to the ones you posted here's a couple of higher end examples with moriage:
