    Welcome, Alison. I'm afraid your picture is too small to see details well and also needs to be rotated. Is there anything you can do about that? Others may also want additional pictures.

    I love it, but no clue if it's actually old?? If it is, it was stored very well.

    First of all, I'd say the "spinner" definitely isn't all there.....maybe needs to hang from something (a bracket???) above??????

    Maybe a folk art version of an actual implement for spacing garden rows? Wouldn't want those bush beans growing on top of each other.

    I would measure the distance, along the arc, between points. Comparing the size to the chair behind, it looks pretty close to a foot? A little clumsy but it works. Rolling measuring devices are still in use today but they are more sophisticated.
