Looks like a typical "courting couple" design. Likely made in Japan, possibly mid-20th century. Value would be minimal, it's not a particularly sought after design and is rather commonly found. There may be others here with a different opinion, we'll see!
I agree. Something a 1940s-ish housewife would have found pretty for entertaining her friends. You can look at eBay Completed sales for an idea of collector interest.
