Ornate but beat up old cowboy holster & gun belt - or kid's cap gun belt?

    I found this at a thrift store today; it looks like an ornate old cowboy's holster & gun belt, but it has the smallest holes to hold bullets I've ever seen! It has to be for caps for a kid's cap gun - but it seems to ornate for a tor - or just looks, right?
    What is this?

    It appears to be hand-tooled, and has someone's initials, which would likely indicate custom-made, not off the shelf; and at least some of the tooling would have to have been done before the pieces were assembled, so very unlikely to be an off-the-shelf item that had been tooled after manufacture.

    50 years ago you could buy a tooled holster and belt for less than $10 in Mexico.Purses,wallets,etc were also inexpensive.
