Painting, Chief ....

What is the deal here? Not sure if all hand painted or some kind of enhanced print.

 

I REALLY like this ! Love the cigs at the top flipping the bird ! Is that a signature on the bottom right,looks like the frame might be hiding it? To me,the colors and composition are wonderful,Id have leapt on that myself!

 

Does not look like a signature to me. I may have to take it out of the frame. I am not finding any cigarettes brand "Chief Lo-tar" so I guess it is a fantasy piece?

Took it out of the frame. Appears all painted but not sure of the medium. Signature on the back but I doubt I can decipher it.

 

An "outsider" type? Who gave it as a Christmas gift in 2000? Total WAG, of course.
