    Looks like done by a child but the signature is kind of more mature.

    The signature does indeed look mature; probably John Fosters' kindergarten teacher.

    The blue vertical "something" between the two front "paws" looks like it "represents" a knotted necktie (clip-on, I suppose, because it doesn't go around the teddy bear's neck).
