    If original (and looks like it is)-a great little sketch.Perhaps the water stain/acid burn could be neutralized & lightened ?
    PS-Of course don't try to clean it w/ water-it resembles conte pencil or charcoal,very delicate.

    Think the wording is in French; from the top the first word is Crayon = Pencil in French: second line is Signe = signed in French ; third line Luis ------------- : can't make out surname) and then year 1937 or could be1967 either..Not sure that it's much help but maybe a start.So possibly either French or French Canadian in origin. Just noted that first name spelled Luis a Spanish version of Louis in French .

    I stumbled on this Picasso drawing online and though it would be interesting to share as it was made within close time frame (1939) and the composition and style is very similar, i.e. fairly realistic with a soft rendering of the features, and both focus on the face with less detail in the clothing and hair.. So maybe this was a common composition for artists back then?

    There is an artist called F.Luis Mora from Uruguay-he did a lot of sketches of sweet children and portraits in general. Possibility?
