I'm pretty sure that's Ethiopian. The lettering looks like Amharic and the figures are more East African than Persian.

Looks like a religious storyboard for a class. Could be both for children
and adults. Better wait for our religious experts to arrive later.

evelyb is right, it is a classic Ethiopian story painting. No Persians anywhere in sight.;)
Although I don't know the story, story paintings are based on a biblical story. According to the Ethiopian bible, which differs slightly from the bibles we know in the West.
These used to be for religious use only, in churches and monasteries, but are now made as souvenirs. Yours is pretty recent, so a charming souvenir.

The story is just a guess: It could be the very popular story of the visit of the queen of Sheba to king Solomon, and the return to Sheba. Sheba is the ancient name for Yemen, which has always had close ties with Ethiopia. I see a pale looking priestly looking man, and a woman with a crown and a lion, that is probably king Solomon and the queen of Sheba. There is also a child, that would be their son Menilek, who according to Ethiopian tradition later brought the Ark of the Covenant to Ethiopia.
Ethiopians believe the queen was Ethiopian, not Yemeni. In their tradition the descendants of the union between the queen and Solomon were the first Jews in Ethiopia and later brought Christianity to Ethiopia. This belief is central to the Jewish and Christian traditions of Ethiopia.
