Please help. Bronze Great Seal of the U.S. Plaque

This bronze plaque measures 7-1/2" in diameter. Marked with A1411 on the back. This doesn't look like an average wall plaque. I'm guessing the two 'knobs' protruding on the back would have been for screws. Where would a plaque like this be used? Did it come off of something? Could it be a car emblem say for a government official? Any help would be greatly appreciated.

I would guess more likely wall than car, but... it's short a few arrows (there should be 13) to be "the" Great Seal of the US.
