    Looks to be "jo 93". from your pictures it looks to be like a comic strip or something instead of a painting or drawing

    I wold guess that OHFA is either Oklahoma or Ohio Housing Finance Agency.

    Yes, looks like some kind of promotional or political piece.
    Can you tell with a magnifier if it is printed?
    Is it big enough to have been a poster or picket-sign? I've done posters for events I was in, and I usually signed them...
    Anything interesting on the reverse?
