    It looks like a Moroccan drum that has lost its skin, except the base is usually different.

    I think it is more of a spout vase. look at the first photo- isn't it for pouring?

    Yes, it does look like a rudimentary spout. The decoration could be Moroccan, so it would be worth looking in that direction.
