Please help identify antique miniature spoon

Hello, I am wondering if anyone might know anything about this spoon. It is 3.5” and has a depiction of some sort of tower. Any information would be greatly appreciated!

There appears to be something missing at end of stem. (Perhaps the top of a "C"?) A close-up photograph would be helpful.
