That cross in a circle mark looks like 18th century Zutphen, province of Gelderland, the Netherlands. The shape of the spoon is right for 18th century too.

Thank you Any Jewelry! I would never have found that myself. So did the Netherlands use the "13" for silver purity, too?

I don't have much info on pre-1800 Dutch marks. Could be a maker's mark, I found a 13 for Venlo, but not for Zutphen.
Let's wait for the others, could be something else all together.

I think "13" means here 812.5 silver purity (13/16 loth system).

    It could be a B.
I did some more research on pre-1800 Dutch marks. If it is from Zutphen, it can't be a loth mark. From 1661 the Netherlands always had the Dutch lion mark for fineness, in different versions for different finenesses and periods.
However, marking was sloppy sometimes. I often see antique Dutch provincial silver without the lion mark.

Thank you again, I will try to check Zutphen marks to see if I can find something similar...
