I cannot pin down where this piece would have been made (or approximately when). The subjects (chrysanthemum flowers and bird of paradise) and the meander / Greek key design at the neck generally seem to suggest Chinese, but the overall shape and the handles, for some reason, don't give off that vibe to me. (Of course, I'm far from an expert in their wares.)
Unless my sense/understanding is off of the different types, I believe this is made of hard paste porcelain, with a fired cobalt blue glaze.
    It stands 6-3/4" high.

A chrystanethemum can be either Japanese or Chinese, but that phoenix complicates things. It could be from anywhere but where I'd like it to be from - my bookshelf!
