Questions On a Little Painting

I’ve had this a while, seems to say 60’s or 70’s to me…it’s somewhat heavy/odd/dark…not sure but I sort of like it, it’s grown on me for whatever reason.
The artist appears to be Japanese or of Japanese decent and has signed the picture in “English” or romaji. The frame appears like it may be from Japan based on the stamp(s). I imagine it could also very well be a student piece from somewhere.

I’m wondering if anyone has any thoughts on when/where/etc.

The style is fairly different, but not different enough (I think) to exclude it being the same artist.
