I am just not sure what it the purpose of this is? Master salt? Inkwell holder? It has four amethyst cabochon stones with hand worked drapery motif, monogrammed. This might all be on copper. Any help would be greatly appreciated. It is approx. height 2.32", width 3.87", depth 3.87", weight 9.6 troy ounces.

Quite a bit after 1890 - those are 1990 hallmarks. Comyns has done some historical reproductions, this might be based on a Russian trompe l'oeil piece...

My thoughts as well, that vinyl-covered base, and the very unlikely weight, makes me believe it's filled. And typically, regardless of origin, trompe l'oeil pieces would continue the 'illusion', so that plain rounded rim looks odd to me, like there was supposed to be a lid, but then there are those cabochons...

I would never have guessed this monogrammed piece was newer. Learning here!
